Three-home site changes at Garages and Forecourt, Churchill Drive, Crediton
Summary of planning committee decision
Decided by Mid Devon Planning Committee on 29 Jul 2026.
The site and approved scheme
The site comprises 13 garages within Crediton, and the approved scheme would replace them with three affordable dwellings and three parking spaces.
“AGENDA 10 1.2 The site is located inside the settlement limits of Crediton and approximately 200m away from the Town Centre boundary to the south east with the site currently comprising 13 garages with the ground levels falling from north to south. There is a prominent Swedish Whitebeam tree to the north of the site in close proximity of the garage block within an area of open space.”
“The approved scheme was for 3, social affordable units made up of 3 one bed units (single storey) being in the form of a detached unit and two semi-detached properties. The development would replace the existing garage court and provide 3 parking spaces. One unit would be a 1 bed 2 person dwelling of 50.45 m2 Gross Internal Floor Area (GIFA) whereas the other two units would be 1 bed 1 person units of 38 m2 Gross Internal Floor Area (GIFA).”

Officer report
What officers recommended
Officers recommended approval because the amendments were minor and would not harm the locality’s visual or residential amenity.
“GRANT PERMISSION FOR THE FOLLOWING NON-MATERIAL AMENDMENT:”
“The proposed changes are considered to have a minor impact on the appearance of the development as a whole. Therefore, given the minor nature of the amendments, they are considered an acceptable change to the approved scheme that will not be detrimental to the visual or residential amenity of the locality or to the design and appearance of the approved scheme.”
Officer report
Why the changes were needed
The rear cycle storage and new paths were proposed because of front-space constraints and to improve security, accessibility and functionality.
“The non-material amendments proposed for 24/00507/FULL are to allow relocation of the secure cycle and bin stores to the rear gardens, provision of a new access path to improve accessibility and avoid internal access, minor layout improvements for security and functionality, introduction of site boundary treatment, and replacement of grasscrete parking with permeable paving.”
“AGENDA 11 3.3 It has been set out within the planning submission that the proposed amendments to relocate the secure bike store to the rear gardens of the properties is due to space constraints to the front. As a result of this change some bin store positions have changed. The proposed plans introduce a path providing direct access to the rear gardens, eliminating the need for bikes to be taken through the internal living spaces.”
Officer report
Committee discussion
Members discussed how grasscrete and permeable paving differ, including their ability to allow water to drain through.
“The difference between grasscrete parking and permeable paving. It was explained that grasscrete was a type of concrete base that allowed the grass to grow through it. Permeable paving would be a brick pave that allowed the water to drain through freely.”
