Safe cemetery access path at Mansfield Cemetery Off Forest Hill, Mansfield

Summary of planning committee decision

Decided by Mansfield Planning Applications Committee on 24 Aug 2026.

2026/0215/LBWApproved

What is proposed

A new safe, level access path would connect the modern and Victorian cemetery areas through an existing opening in the stone wall.

“The site is a small path/opening between a stone wall to the east of the Mansfield Cemetery, separating the modern cemeteries to south and Victorian cemeteries to the north. A pedestrian access with a short ramp of broken concrete and stone is currently evident on site. The proposal seeks to create a new safe level access path at this location to allow for access through the existing gap within the stone wall.”

Officer report

The site

The works are within a Grade II listed cemetery containing several other listed heritage assets.

“The application site is within the Grade II Listed Mansfield Cemetery off Forest Hill and to the west of Nottingham Road. Within the cemetery are further Grade II Listed heritage assets, including Chapel, Gateway, Mausoleum, Monument, Memorial, Tomb, and War Memorial.”

Officer report

Officers’ recommendation

Officers recommended granting listed building consent because the proposal would preserve the listed building’s setting and accord with heritage requirements.

“Section 16(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990 requires that when considering whether to grant listed building consent for any works, the Local Planning Authority shall have special regard to the desirability of preserving the building or its setting or any features of special architectural or historic interest which it possesses.”

“It is considered that the proposed development would preserve the setting of the Listed Building and is appropriate in this instance and would accord with Policy HE1 of the Mansfield District Local Plan 2013-2033, Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and the National Planning Policy Framework (December 2024). The application is therefore recommended to grant listed building consent subject to conditions set out below.”
