Officer report

The site and surroundings

The site is a vacant grassland parcel within an established residential estate, bordered by gardens, hedgerows and mature trees.

“The application site comprises a rectangular parcel of land measuring approximately 0.08 hectares. It consists of an area of undeveloped land that has remained vacant for several years following the completion of the surrounding Meadow Rise residential development in the mid1980s. The site currently comprises grassland within the existing Meadow Rise estate, with boundaries largely defined by neighbouring garden fencing, hedgerows, and mature trees.”

“APPLICATION NUMBER – 26/0302/FUL REPORT An additional parcel of land, measuring approximately 0.05 hectares, is also included within the application boundary to accommodate off-site tree planting associated with the proposed development. This parcel is located to the west of the site and comprises an area of bramble scrub situated to the rear of a roundabout.”

Officer report

Main effects considered

The assessment considered the proposal’s appearance, residential amenity, parking and highway safety, ecology, drainage and construction impacts.

“The submitted layout provides 8 parking spaces, equating to a shortfall of 2 spaces. No visitor parking spaces are proposed; however, as is common throughout the existing estate, short-term visitor parking can be accommodated on-street. Whilst the proposal does not fully accord with the maximum parking standards, the site occupies a sustainable location with access to public transport and active travel opportunities.”

“Although the proposal results in a shortfall of two parking spaces when assessed against the Council's maximum parking standards, the sustainable location of the site, together with the availability of on-street visitor parking and the parking characteristics of the surrounding area, indicate that the development is unlikely to result in a significant adverse impact on highway safety or the free flow of traffic.”

Officer report

Consultation responses

Highways, public protection, Welsh Water, drainage and ecology consultees raised no objections, subject to conditions or other recommended measures.

“No objection although conditions recommended in relation to hours of construction, noise, dust and waste.”

“No objection although condition suggested in relation to surface water drainage.”

Officer report

Objections received

Four letters raised concerns about parking, highway safety, green space, overdevelopment, privacy, infrastructure, construction and site management.

“The application has been advertised by direct notification to neighbouring properties as well as notices displayed at the site.”

“4no. letters of objection have been received following consultation. The points raised have been summarised below: • Limited on street results in parking along the plot being in high demand and would be lost due to the proposal. • Development would result in additional parking demand. • Reduce highway safety particularly for children and vulnerable pedestrians. • Removal of green space and recreational area.”
