French doors and balcony at 13 The Esplanade, Weymouth

Summary of planning committee decision

Decided by Dorset Western and Southern Area Planning Committee on 10 Sept 2026.

P/FUL/2026/01894Approved

The site and its setting

The property is a three-storey guest house in a listed terrace within the town centre conservation area, beside the harbour.

“Issue Conclusion Economic benefits Enhancement of overnight tourist accommodation, benefiting immediate operator and Weymouth Town Centre. Environmental Implications Given the scale and nature of the proposal, it is not considered there would be any environmental or ecological impact. 4.”

“Furthermore, the properties have historic and group significance and as noted within the listing description, the terrace, in conjunction with the neighbouring Devonshire Buildings, provides a worthy starting group for the long Esplanade stretching to the north. The site is identified in the Strategic Flood Risk Assessment and the Environment Agency’s National Flood Risk Maps for Planning as being at risk of flooding now and in the future. 5.”

Officer report

Consultation responses

The conservation officer raised no objection after further information, Building Control and Assets had no comments, and Weymouth Town Council supported the application.

“Please confirm, as the drawing suggests, that any new timber joists will be within the floor void and not visible from the bedroom below? • The proposed section drawing includes a note “upon agreement with the conservation officer no insulation is to be used within the replacement flat roof covering to allow the existing structure and proportions and detailing to be retained”. Please could the Agent clarify this statement.”

“It is concluded that the proposal would not be detrimental to the special architectural and historic interest of the host building, the neighbouring Listed buildings nor the Conservation Area. There is no objection to this application. Dorset Council - Building Control: No comments. Dorset Council - Asset & Property: No comments received. Weymouth Town Council: The Council supports this application and raises no objection. 5.”

Officer report

Neighbour views

No neighbour objections were received, and officers considered overlooking and noise would not be significantly worse than existing conditions.

“In reaching this conclusion regard has been had to Sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990. Residential Amenity 14.11 A site visit was carried out to inform this assessment, and it should be noted that no neighbour objections have been received.”

“It is accepted that views back toward no.12 maybe possible, however, there is no window immediately adjacent to the proposed balcony, with the other casement window at 3 rd floor level of that property being sufficiently distanced, with only indirect views into it available from the balcony.”

Officer report
