External staircase replacement at Flat 3, 189 High Street, Ramsgate

Summary of planning committee decision

Decided by Thanet Planning Committee on 20 May 2026.

F/TH/26/0336Approved

What was proposed

The application proposed replacing the rear first-floor external staircase and balustrade, retaining the existing chair lift.

“This is an application for planning permission for the replacement of the external staircase and balustrade at first floor level to the rear. The existing staircase is painted black and is constructed in mild steel. The proposed replacement staircase would be unpainted and constructed in galvanised mild steel. A chair lift is currently attached to the staircase, which will be retained and attached to the new proposed.”

Officer report

The site and its setting

Flat 3 is in a subdivided two-storey dwelling in a residential area at the top of Ramsgate High Street.

“The application site lies within the urban confines, in a residential area and located at the top of Ramsgate High Street, opposite the north eastern boundary of Ellington Park.”

“The site comprises a large, detached two storey dwelling known as Elmstone House with a two storey bay window overlooking the High Street and Ellington Park on the southern elevation, and 2no. two storey projections to the Park Road on the northern elevation. It has been subdivided into flats.”

Officer report

Earlier planning history

An earlier application for replacement windows and a porch at Flat 1 was granted in June 2023.

“F/TH/22/1708 - Replacement of timber windows and porch with UPVC (Flat 1). Granted 16 Jun 2023”

Officer report

Why approval was recommended

The replacement was considered unlikely to be visible from public areas and would not harm neighbouring living conditions.

“It is considered that the change in finish would not be significantly visible from the public realm, and it would introduce an improvement to the existing situation where the paint is in obvious need of repair and maintenance. The galvanised steel would eliminate the need for paint to be maintained, and would provide a tidier appearance for a longer period of time, making it a more sustainable choice.”

“Due to the nature of the proposal as a replacement of the existing and the location of the application site, it is not considered that the works would have any additional impact on the living conditions of neighbouring occupiers.”

Officer report

Consultation and public response

Neighbouring occupiers were notified and a site notice was posted, but no responses were received and no consultations were undertaken.

“Letters were sent to neighbouring occupiers and a site notice was posted near the site. No responses have been received.”
