Garden annexe at Cwmderi, Llanrhian, Haverfordwest

Summary of planning committee decision

Decided by Pembroke Coast Development Management Committee on 22 Apr 2026.

NP/25/0293/FULApproved

What was proposed

A single-storey one- or two-bedroom annexe, measuring about 14 by 7 metres, was proposed in the garden southwest of the main dwelling.

“The proposal comprises a 1–2-bedroom single-storey annexe building which measures approximately 14 m by 7 m in a garden location approximately 14 m southwest of the main dwelling.”

“Proposed materials include larch timber cladding and zinc sheeting roof.”

Officer report

The site

The rural property lies outside a settlement boundary, at the end of a private single-track road, within a valley surrounded by pasture and woodland.

“The property known as Cwm Deri is a small, detached dormer bungalow in a rural location approximately 760 metres south of Porthgain. The site lies outside any Centre Boundary as defined by Local Development Plan 2 and is therefore classified as Countryside.”

“The application site is located within a small valley floor surrounded by agricultural pasture and woodland. The topography rises to the west from the dwelling which includes an immediate modest curtilage area and small field of approximately 0.8 hectares. Aspects of this field have been incorporated as broader garden area. At the northern boundary of the small field is a corrugated sheet and portal frame agricultural building which is accessed via the front of the dwelling.”

Officer report

Earlier permissions

An earlier annexe permission remained available, but the current building was moved because implementing it would require relocating an electricity pole at great expense.

“NP/22/0559/FUL - Ancillary accommodation in rear garden area – Approved 3 rd…”

“The previous consents approved a scheme similar to that currently which has come about due to the need to relocate the annexe. The previous consent did not accurately take account of an electricity pole in the application site (which can only be moved at great expense). The position of the previously consented annexe is approximately 9 metres north of the current scheme and is otherwise of a similar orientation to the current proposal parallel to the host dwelling.”

Officer report

Consultation and public response

The community council and highways service raised no adverse comments, drainage made no representation, and no third-party objections were received.

“Llanrhian Community Council: No adverse comments PCC Drainage Engineers: No representation PCC Highways Development Control: No adverse comments…”

“A site notice and neighbour notification letters were posted in accordance with requirements of the Town and Country Planning (Development Management Procedure) (Wales) Order 2012. No third-party representations have been received from third parties. The proposed development has also been advertised as a departure from the policies of the Local Development Plan 2.”

Officer report

Who spoke

The local county councillor supported approval, and the applicant explained her wish to remain locally while meeting family medical and accommodation needs.

What members considered

Members viewed the proposal as well worked out, with little landscape impact and sufficient material reasons for departing from countryside policy.

“Members considered this to be a well worked-out application that had little landscape impact and were content with the material reasons for the policy departure based on the extant permission. The recommendation of approval was moved by Councillor Hancock, seconded by Councillor C Williams and carried.”
