Battery storage extension at Land Off Tanners Lane Tanners Lane Newlands Farm, Fareham

Summary of planning committee decision

Decided by Fareham Planning Committee on 20 May 2026.

P/26/0252/VCApproved

What was proposed

The application sought to extend the battery storage facility to 2061 and amend its landscaping scheme.

“Permission is sought to retain Phase 2 of the battery storage facility for an additional 15 years from 26 January 2046 until 26 November 2061. There is a similar application under consideration and included on this agenda for Phase 1 (reference P/26/0250/VC) to extend the lifetime of the site as a whole.”

“This application also seeks to vary conditions 3 (Approved Plans) and 8 of P/20/1562/FP (Landscaping Scheme) as an alternative landscaping scheme is proposed.”

Officer report

The site and surroundings

The site is in the countryside and strategic gap, beside a solar farm, with trees, a public footpath and existing battery equipment.

“Site Description 2.1 The site lies within the countryside and the Fareham/Stubbington Strategic Gap to the south of Tanners Lane.”

“The site abuts the Newlands solar farm (planning permission reference P/13/0528/FP) to the south. To the north of the site and Tanners Lane is a row of mature trees which provide screening along the southern boundary of HMS Collingwood. Vegetation and trees continue along Tanners Lane to the east of the application site. Footpath number 68 runs along Tanners Lane which is a public right of way. The application site is relatively flat.”

Officer report

What officers recommended

Officers recommended approval because the facility supports grid resilience and net zero objectives, with acceptable effects subject to landscaping.

“Officers consider that the proposal would comply with Policy CC4 of the Local Plan. The continued operation of the site would assist the UK’s Grid resilience as a crucial element of renewable energy infrastructure which is required to help the UK achieve net zero emissions by 2050.”

“Officers have sought for this to be addressed and landscaping has now been carried out at the site. On inspection however it was apparent that the planting did not fully accord with the approved scheme.”
