How the rate is worked out

We read each council's published planning committee minutes and officer reports, and check every decision against the record before it is shown. We read the minutes of 99% of UK councils, including Northern Ireland.

A decision is counted when a committee approved or refused an application at a meeting from 27 October 2025 to 26 October 2026, and the officers' recommendation is known from their report or the minutes. Deferred and withdrawn items are not counted. Where an application came back to committee, only its latest decision counts.

A decision went against the officers when the committee refused an application they recommended for approval, or approved one they recommended for refusal. Approving with different conditions, or refusing on different grounds, follows the recommendation.

A council is rated once it has 15 counted decisions. At that size one decision moves the rate by several points, so a small committee's figure can change a good deal from one year to the next.
