Care home alterations at Hen Glyncornel Nursing Home, Llwynypia, Tonypandy
Summary of planning committee decision
Decided by Rhondda Planning and Development Committee on 23 Oct 2025.
The site
The site is an existing care home on a sloping, elevated plot, with housing, woodland and roads around it.
“It is a relatively large site with a surface area of approximately 0.35 hectares, with the existing care home building located roughly centrally and an area of hardstanding providing parking to the south. An area of unused land, which would accommodate the proposed building, is located to the north and at the time of the site visit had been cleared of vegetation.”
“Access to the site is gained from Nant Y Gwyddon Road via an existing access and highway which serves neighbouring properties and Glyncornel Centre. The nature of the site slopes from west to east with the western boundary of the site significantly elevated above the ground level of the existing care home.”
Officer report
Earlier planning decisions
A 16-bedroom, two-storey supervised care building was approved in July 2023, following an earlier tree application granted in 2020.
“19/1076/TPO: Crown reduction of overhanging tree. Decision: Granted, 13/01/2020.”
“22/1474/FUL: Erection of a 16 bedroom, two storey building providing supervised care with associated parking and refuse storage- Planning use class C2. (Amended Plans received 06/03/23). Decision: Granted, 25/07/2023.”
Officer report
Officers’ recommendation
Officers recommended approval because the amendments would not significantly change effects on the area, neighbours’ privacy and amenities, or highway safety.
“Overall, it is considered that there is a not significant material difference between the previously approved scheme and the proposed amendment. As such, it is not considered the amendment would have any further impact upon the character and appearance of the surrounding area, the amenities and privacy of surrounding neighbours and highway safety in comparison to that which would occur if the scheme were to be developed in accordance with previously approved plans.”
Officer report
Residents’ concerns
Two local residents objected over shading, appearance, overlooking, traffic, wildlife, parking and highway safety.
“Shading and loss of daylight. • The size and height of the proposed building is completely out of character and keeping with the immediate area. • Overlooking of neighbouring properties from additional window openings. • Increased traffic would put pressure on the biodiversity of the adjacent trees and nature conservation area.”
“Members are advised that in addition to the concerns set out above a road safety assessment was submitted by an objector. The points raised in this assessment are considered within the highway safety section below.”
Officer report
Who spoke
The agent and an objector addressed the committee, and the agent responded to the objector’s comments.
The decision
“to approve the application in accordance with the recommendation of the Director, Prosperity and Development. (Note: Following the conclusion of the vote, the meeting was paused for a 5 minute recess.)”
