Timber storage outbuilding at Land Adjacent To Tir Thomas James Farm Heol-Y-Bwnsi, Upper Boat
Summary of planning committee decision
Decided by Rhondda Planning and Development Committee on 29 Jan 2026.
What was proposed
The application sought to retain and complete a timber outbuilding, demolish an existing commercial outbuilding and provide storage and personal welfare facilities.
“Full planning permission is sought for the retention and completion of a timber outbuilding and the demolition of an existing commercial outbuilding, previously used for storage in connection with a former business, at land adjacent to Tir Thomas James Farm, Heol-Y-Bwnsi, Upper Boat.”
“The proposed outbuilding is located towards the southern boundary of the site, alongside the existing internal access. It is intended for storage purposes by the applicant, who operates a construction business and uses the site for the storage of materials. The building will also provide a personal welfare facility when the site is used as an allotment.”
Officer report
The site and its history
The site is open countryside with woodland, allotment areas, stored building materials and two polytunnels; a former farmhouse has been demolished and no recent applications are recorded.
“The application site relates to a parcel of land located along a single width access lane which runs along the northern boundary of the site. The site is a mix of woodland and cleared areas which appear to be used as an allotment.”
“The site accommodates various building materials which are stored on site by the applicant who runs a construction company. In addition, to the buildings on site there are also two small poly tunnels which are used by the applicant as part of a personal allotment use.”
Officer report
Why officers recommended approval
Officers considered the proposal an acceptable replacement that would continue the existing use without materially affecting the site, landscape or surrounding area.
“Whilst the application site is located in the open countryside and an unsustainable location, the proposed development would result in a continuation of existing use at the site and simply a replacement building.”
“Subsequently the proposed development would not materially alter the way in which the site has historically operated or its character, and the proposal is considered acceptable in principle.”
Officer report
Who spoke
An objector addressed the committee, and the Senior Planning Officer outlined a late letter from the applicant.
The committee’s decision
The committee resolved to approve the application in accordance with the recommendation of the Director of Prosperity and Development.
“The Senior Planning Officer presented the application to Committee and following consideration it was RESOLVED to approve the application in accordance with the recommendation of the Director, Prosperity and Development.”
