Five dwellings at Land To The West Of Frith Way, Great Moulton
Summary of planning committee decision
Decided by South Norfolk Broadland South Norfolk Development Management (Planning) Committee on 23 Sept 2026.
What was proposed
The application sought five detached homes, with parking, garaging, private gardens, turning areas, electric vehicle charging and access through the adjoining development.
“The application site is situated within the parish of Great Moulton, approximately 2 miles from the Main Town of Long Stratton. Although Great Moulton and Aslacton are identified collectively as a Service Village in the South Norfolk Site Specific Allocations and Policies Document (2015), the site lies within the countryside, approximately 100 metres north of the defined development boundary.”
“Full planning permission is sought for the erection of five detached dwellings in a linear arrangement, comprising two three-bedroom bungalows positioned at either end of three four-bedroom, two-storey houses. The principal elevations would face west, with the rear gardens adjoining Frith Way. Each plot would be provided with private amenity space, garaging, parking and turning facilities, together with an electric vehicle charging point.”
Officer report
The site and surroundings
The site is countryside about 100 metres north of Great Moulton’s development boundary, containing scrub, hedgerows, trees and a former vehicle-repair building.
“The application site extends to approximately 0.49 hectares and comprises scrubland, hedgerows and trees, together with previously developed land occupied by a detached, single-storey brick building measuring approximately 14 metres by 6 metres near the western boundary. Temporary planning permissions were formerly granted for the use of that building for vehicle repairs under references 1983/2807, 1985/0080 and 1986/0687.”
Officer report
Why officers recommended approval
Officers considered the site well related to the village and judged that housing, economic and environmental benefits outweighed the identified harms, subject to mitigation.
“The starting point is Policy S5 of the NPPF. The Council cannot demonstrate a five- year supply of deliverable housing sites and the proposal would provide five additional homes. Although the site lies outside the settlement boundary, it is only around 100 metres from it, adjoins the near-completed housing development to the south and would use the same access.”
“Taken as a whole, the identified harms do not substantially outweigh the benefit of providing five homes, together with the smaller economic, social and environmental benefits. No national policy indicates that permission should be refused. The proposal is therefore acceptable under Policies S3 and S5 of the NPPF.”
Officer report
Consultation responses
Highways raised sustainability concerns but no objection, while consultees sought conditions covering ecology, trees, drainage, waste, fire safety and nutrient mitigation.
“No objection subject to mitigation. Natural England advises that, without appropriate mitigation, the proposal would adversely affect the integrity of European designated sites. Subject to the implementation and ongoing securing of the agreed nutrient neutrality mitigation measures, including any necessary planning condition or legal obligation, Natural England raises no objection to the proposal.”
“Concerns raised regarding the loss of trees, hedgerows and associated habitat, and advises that any permission should secure a comprehensive native landscaping scheme, details of service routes, appropriate tree protection measures, and an Arboricultural Method Statement incorporating a no-dig construction system within the root protection areas of retained trees.”
