Replacement windows and doors at 24A High Street, Watton, Thetford

Summary of planning committee decision

Decided by Breckland Planning Committee on 20 Jan 2026.

PL/2025/1559/FMINApprovedAgainst officer advice

What was proposed

The application sought to replace timber sliding sash windows and cills with uPVC windows and replace the entrance door with a composite door.

“DESCRIPTION OF DEVELOPMENT The application seeks planning permission to replace the windows and doors. It is proposed to replace the timber sliding sash windows and cills with sliding sash uPVC windows. The existing four panelled entrance door and frame to the ground floor is proposed to be replaced with a uPVC frame and composite door of the same design.”

Officer report

The site

The site is a shop with an apartment above, within Watton Conservation Area and near listed buildings including two directly opposite.

“SITE DESCRIPTION The application site relates to 24 High Street, Watton, a mid-terraced building comprising a shop to the ground floor with apartment above. The application site lies within the settlement limits of Watton and lies within its designated Conservation Area. The site lies in proximity to a number of Listed Buildings, particularly 11 & 13 High Street directly opposite, which is Grade II listed.”

Officer report

Officers recommended refusal

Officers recommended refusal because the non-traditional replacements would harm historic fabric, the conservation area and the wider streetscape without sufficient public benefit.

“Officers agree with the conclusions of the Historic Building Officer. The agent was advised of the matters raised and confirmed that no amended plans would be forthcoming. The use of uPVC is not supported for use within historic Conservation Areas due to its uniform glossy finish which contrasts sharply with the natural texture of painted timber.”

“By eroding the authenticity and integrity of the existing joinery, the proposal would cause harm to the established streetscape and diminish the collective heritage value of the area. Such harm is contrary to Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, which requires local planning authorities to pay special attention to the desirability of preserving or enhancing the character or appearance of Conservation Areas.”
