“The application site is located on the western side of Market Place within the centre of Reepham. Bank House is a prominent three-storey, brick-built building with a slate hipped roof, dating from the nineteenth century. It is a Grade II listed building situated within the Reepham Conservation Area. Officer report

What officers recommended

Officers recommended approval with conditions, finding the employment loss justified, the design acceptable and the listed building and Conservation Area preserved.

“The application site lies within the Reepham Conservation Area and comprises Bank House, a Grade II listed building located on the western edge of the Market Place, a prominent and historically cohesive townscape of mainly two and three storey buildings, many of which are listed. The building forms part of an attractive historic core, with commercial uses at ground floor level and residential accommodation above.”

“No external alterations are proposed and the external appearance of the listed building, the Conservation Area and the setting of neighbouring listed buildings would therefore be preserved. The works are confined to minor internal alterations, including selective closing of door openings, the creation of new door openings, and the insertion of limited, lightweight partitions to form bathrooms and to rationalise circulation space on the ground, first and second floors.”

Officer report

Parking and other effects

Officers found no material highway harm, and considered noise, drainage and nutrient impacts manageable through mitigation and conditions.

“Developments that contribute water quality effects at habitats sites may not meet the no adverse effect on the site integrity test without mitigation. Mitigation through Nutrient Neutrality offers a potential solution. Where properly applied, Natural England considers that Nutrient Neutrality is an acceptable means of counterbalancing nutrient impacts from development to demonstrate no adverse effect on the integrity of habitats sites.”

“The applicant has secured mitigation through the purchase of credits from Norfolk Environmental Credits (NEC) which is a viable mitigation proposal made up of a portfolio of mitigation schemes. The mitigation is supported by a Shadow Strategic Appropriate Assessment and Technical report which accord with Natural England Principles.”

Officer report
