Listed building surveys at Buxton Opera House, Water Street, Buxton

Summary of planning committee decision

Decided by High Peak Development Control Committee on 8 Dec 2025.

HPK/2025/0375Approved

What was proposed

Listed building consent was sought for an intrusive asbestos survey followed by a structural survey involving 12 core samples and making good.

“Listed building consent is sought for Refurbishment and Demolition (R&D) Asbestos Survey. The R&D Survey will then be followed by an intrusive structural survey.”

“It is proposed to take 12 core samples from locations throughout the building as indicated on the proposed plans. The initial R&D survey will take place to ensure that each of the proposed sample areas is asbestos free. This will then be followed by the extraction of samples for a structural investigation survey. Each area will then be reinstated and made good following the completion of the survey.”

“The Buxton Opera House is a grade II* listed building. In respect to the exterior the official listing description states:”

“Buxton Opera House is located within the Buxton built-up area boundary and within the Buxton Central Conservation area.”

Officer report

What officers recommended

Officers recommended approval with conditions, finding that minimal internal sampling would not harm the building or conservation area and would support future maintenance.

“Furthermore, the proposed sampling is considered minimal and limited to necessary samples only. Each of the areas surveyed will be made good to match the existing. This will negate any harm to the buildings internal character or appearance. The proposed works are considered important to the overall understanding and future maintenance of the listed building, which will ensure that it continues to make a positive contribution to historic environment of Buxton.”

“The proposed work repairs will constitute minimal intervention to the original fabric of the listed building. The proposed works are limited to internal samples and therefore will not be visible from any public vantage points, nor from the street scene. It is considered that the proposal will sustain the listed building and conservation area, and will not harm the historic fabric of the listed building or its surroundings.”
