25/2458/FApproved

“Full planning permission is sought for the construction of a two-storey dwellinghouse with associated boundary treatment, cycle parking, refuse storage, landscaping and car parking…”

“The proposal brings forward three-bedroom dwelling containing two single bedrooms and a double bedroom at first floor level. The ground floor includes a shared kitchen/dining room and a separate living room. Cycle and refuse storage is proposed to the front of the site along with a single off-street car parking space.”

Officer report

The site and surroundings

The site is an overgrown parcel behind two properties, fronting Ladysmith Road and surrounded mainly by two-storey residential buildings.

“ITEM NO: 7 PAGE NO: 5 3.4 The site sits to the west of nos. 62 and 64 Footscray Road however fronts Ladysmith Road to which it sits south of. Numbers 62 and 64 comprise of two, two storey end of terrace buildings with commercial units on the ground floor and residential accommodation above.”

“The surrounding area is residential in nature largely comprising of two-storey terrace and semi-detached dwellings including the immediately surrounding built form to the west and on the opposite side of Ladysmith Road which consists of large semi-detached dwellings. On the opposite corner of Footscray Road / Ladysmith Road lies a modern flatted development.”

Officer report

What officers recommended

Officers recommended approval because the revised design, larger plot, additional garden space and repositioning addressed the earlier concerns.

“This application follows two refused applications for residential dwellings for the construction of a dwelling on land to the rear of no. 62 Footscray Road (Ref: 18/0016/F and 17/2099/F). Both applications were refused by reason of their failure to maintain the spatial character of development within the surrounding area, the poor design and the lack of appropriate private amenity space.”

“This application differs insofar as the applicant has now purchased the land to the rear of no. 64 Footscray Road which has allowed for a new dwelling to be sited in line with the front building line of no. 1 Ladysmith Road. By reason of the plot being larger this has allowed for greater private amenity space. The design has also been amended however a two-storey building has still been submitted in line with the previous applications.”
