Town-centre unit and toilets at Bus Station, Public Toilets, Mildenhall
Summary of planning committee decision
Decided by West Suffolk Development Control Committee on 4 Feb 2026.
The site and its history
The vacant bus station building is in Mildenhall town centre, near homes and shops, with two earlier bus station-related applications approved or permitted.
“The application site comprises of the Mildenhall bus station building which is located along King Street adjacent to the junction of Recreational Way and St Andrew’s Street. The building is located within the Mildenhall Town Centre boundary and sits just outside the Conservation Area to the west. There are residential dwellings to the northeast (approx. 15m), with Sainsburys supermarket and car park to the south and Costa and B&M to the east and northeast.”

Officer report
Why officers supported it
Officers considered the reuse, town-centre location, improved toilets and limited alterations acceptable, with no unacceptable amenity, design or highway impacts.
“The site is located within the defined Mildenhall town centre boundary. National policy, as set out in the National Planning Policy Framework (NPPF, December 2024), encourages a positive and flexible approach to supporting the growth and evolution of town centres. It promotes a mix of uses and the effective reuse of existing buildings, particularly where this strengthens vitality and viability.”
“The Highway Authority has recommended two conditions: a Deliveries Management Plan, and a Demolition and Construction Management Strategy. These are standard requirements aimed at ensuring safe access for delivery vehicles, managing construction impacts, and preventing issues such as mud on the highway. Subject to these conditions, the development is considered acceptable in highway terms and is not expected to give rise to any adverse impacts on the surrounding network.”
Officer report
What members discussed
Members asked about pedestrian access and baby-changing facilities, and were told about nearby crossings and retention of existing baby-changing facilities.
“Councillor Sara Mildmay-White asked a question in respect of pedestrian access to the building. In response, the Senior Planning Officer showed where two nearby pedestrian crossings were located.”
“Councillor Lora-Jane Miller-Jones asked if the building had baby changing facilities within the toilets as it was not indicated on the plans. It was confirmed that the building did currently have baby changing facilities and the Senior Planning Officer would ensure these were retained as part of the refurbishment works.”
