Builder’s yard extension at High Street, Boosbeck, Saltburn-by-the-Sea
Summary of planning committee decision
Decided by Redcar And Cleveland Regulatory Committee on 16 Apr 2026.
What was proposed
The application sought to extend an existing builder’s yard, add a garage and storage building, place two containers, create parking and install a 2.4-metre fence.
“This application seeks consent to change the use of the parcel of land to the north of the existing site to increase the size of the builders yard. A garage/storage building will be constructed against the rear (western) boundary of the site. The building will measure 15m in length, 8m deep and have a small dual pitch roof 5m high and with an eaves height of 4.2m. The proposal includes the siting of two shipping containers in the north eastern corner of the site.”
Officer report
The site and surroundings
The site was beside the former Empire Garage in a mainly residential area, with neighbouring homes and grazing land outside Boosbeck’s development limits.
“The application relates to land at and adjacent to the former Empire Garage, High Street, Boosbeck. The site is located on the north west side of the High Street, within a largely residential area with neighbouring dwellings to the south, east and north east of the site. The additional parcel of land subject to the change of use is located outside the development limits of Boosbeck and is approximately 0.04 hectares.”
Officer report

What officers recommended
Officers considered the proposal acceptable in principle and found no significant adverse impacts on character, heritage, neighbours, highways, contamination, ecology or biodiversity.
“For the reasons outlined above the proposal is considered acceptable.”
“The proposal would not have a significant adverse impact on neighbour amenity for existing occupiers. The scale and design is acceptable and the proposal would respect the character of the site and surroundings.”
Officer report
What consultees and residents said
Residents objected on policy, rural character, highway safety, amenity, heritage, ecology and contamination grounds, while highway officers withdrew their objection subject to conditions.
“Does not meet any of the 10 circumstances in which development could extend beyond the development area • Contrary to Policy SD4 • The proposal would not recognise the special character of the landscape in the rural area as stated in Policy LS3 • Proposal is not ‘within an existing industrial site or business park’ as required by Policy ED6 • Proposal not a ‘rural business’ as required by ED8 and may result in the loss of best or most versatile agricultural land • Proposal…”
“Proposed access and highway scheme is contrary to Policy SD4(p) and paragraphs 116 and 117 of the NPPF – unacceptable impact on highway safety • Scheme will result in destruction of ancient hedge, contrary to Policy N4 • Contrary to Policy SD3 and the planning officer’s pre-application advice – its not possible to permit the application to proceed on the basis that it might “roughly” be treated as being close to falling within Policy SD3.”
