Parcel locker lighting at 57 - 59 High Street, Abbots Langley

Summary of planning committee decision

Decided by Three Rivers Planning Committee on 26 Feb 2026.

25/2120/FULApproved

What was proposed

The application sought to remove the restriction limiting the parcel locker’s external downlights to 7am–10pm while the shop was open.

“Crescent is located on the opposite side of the application site and is approximately 23m to the east. Description of Proposed Development 3.1 This application seeks planning permission for the Removal of condition 3 (Lighting Hours) pursuant to planning permission 25/1012/RSP. Condition 3 states: The external down lighting on the structure hereby permitted may only be used between the hours of 7am and 10pm daily, while the shop within the application site is open.”

“The planning statement submitted with the application, sets out the following reasons to justify the proposed removal of Condition 3. The submitted lighting specification demonstrates that the locker’s integral LED lighting will not cause harm to the character or appearance of the conservation area, as light levels beyond 2 metres are generally below typical street lighting, and the fittings comply with best practice standards (ROHS and CE).”

Officer report

Earlier planning history

The parcel locker facility was previously permitted subject to conditions, including the lighting-hours restriction now under consideration.

“Relevant Planning and Enforcement History 1.1 25/1012/RSP - Part Retrospective: Installation of parcel locker facility - 30.10.2025 - Permitted 1.2 24/0022/COMP – Erection of click and collect facility (in-post). Case Closed.”

Officer report

Consultation and objections

The parish council and one neighbour objected to unrestricted lighting, while the conservation officer raised no objection to removing the time restriction.

“Summary of objection: • The lighting restriction (7am–10pm) is necessary and meets the planning tests. • The officer’s finding of no harm relied on the lights being switched off overnight. • The site is in a conservation area near listed buildings and residential properties. • Most nearby businesses close by 10pm and street lighting is reduced overnight. • Removing the condition would encourage late-night use, causing noise and visual disturbance.”

Officer report

What members discussed

Members considered existing lighting, possible overnight controls and motion sensors, and supported asking for a warmer tone and lower brightness.

“A Committee Member commented that the street lights were switched off between 1am and 5am, and it was questioned whether the same could be required of the light which illuminated the locker. However, in debate it was noted that the shop lights remained on all night and so conditioning of the hours of operation may not be reasonable.”

“A Committee Member commented that the level of the lighting appeared excessive in relation to what was needed to operate the locker. Whilst Committee Members did not object to the lighting in principle, it was recommended that the Planning Officer should discuss with the applicant whether the level of brightness could be reduced or changed to a warmer tone. This was supported by Committee Members.”

Minutes

The vote

The committee supported delegated authority to seek warmer, dimmer lighting by 10 votes to none, with one abstention.

“Councillor Lloyd moved, and Councillor Whately-Smith seconded, that authority be delegated to the Head of Regulatory Services to request a change to a warmer lighting tone and a reduction in brightness, and subject to that change, to grant planning permission.”

“On being put to the vote this was carried, the voting being 10 in favour, 0 against and 1 abstention.”

Minutes

The decision

Authority was delegated to request warmer lighting and reduced brightness, with planning permission to be granted subject to that change.

“RESOLVED: that authority be delegated to the Head of Regulatory Services to request a change to a warmer lighting tone and a reduction in brightness, and subject to that change, to grant planning permission.”

Minutes

The members' reasons

“In relation to a suggestion from the Parish Council that a motion sensor be installed, Committee Members considered that this would serve no useful purpose as the sensor would be likely to be triggered by wildlife.”
