Officer report

What consultees and residents said

Highways officers objected because of junction capacity and safety, while other consultees raised no objection subject to conditions and residents made no comments.

“PCC Peterborough Highways Services (Final – 24/09/2025) Objection – recommend refusal due to increased vehicle trips through capacity constrained junction and no appropriate mitigations have been put forward to off-set the impact of the development on the network. The proposal would result in a severe residual cumulative network impact (in terms of both capacity and safety) in the PM peak on the Thorpe Wood junction and without mitigation this would be unacceptable.”

“PCC Conservation Officer (21.07.2025) No objection. Public Health (23.07.2025) Comments – it is requested that the Environmental Health team considers noise impact from the generator. Environment Agency (14.07.2025) No objection - Based on the information provided we consider based on the previous land use as playing fields poses a low risk to controlled waters.”

Officer report

What officers recommended

Officers recommended approval because the health benefits and added medical capacity were considered to outweigh the highway concerns, with mitigation conditions.

“The figures of Peterborough compared to the national average when looking at life expectancy and health outcomes, alongside waiting times and access to health care provision are statistics that must be carefully weighed up.”

“The impact on the highway especially on the highway network is a significant matter that is considered appropriately by the LPA, including in reference to Policy LP13 and the NPPF. However, the health inequalities that face Peterborough are substantial and justify the need to overcome the highway concerns on this occasion.”
