DC/26/144876 - Trees in Conservation Areas Approved

Proposal

FRONT (to main path from Horniman Drive): ONE Maple (T1)(ht.16m) CROWN REDUCE by 4m from 16m to 12m. SPREAD by 4m from 9m to 5m. REASON: A mature maple showing significant dieback throughout the crown, in a physiologically and structurally poor condition. The tree is in a prominent and visually significant location, close to and overhanging a newly created public path and garden, presenting a health and safety risk from deadwood and reduced structural integrity. The crown will be reduced to remove this risk and improve the tree's overall condition. CENTRAL (by Sunken Garden): ONE Maple (T2)(ht.6m) FELL. REASON: A young maple in physiological decline and dying, with limited prospects of recovery. Removal is proposed to eliminate the risk posed by the failing specimen. A replacement tree of a species tolerant of drought conditions and suited to a changing climate will be planted in its place, to future-proof the site's tree stock. Informative A: the replacement tree planting for T2 is hugely appreciated, with drought tolerant species, suggested species such as Gleditsia triacanthos, Koelreuteria paniculata, Turkish hazel, Kentucky Coffee Tree (Gymnocladus dioica), Liquidambar, Bee-bee Tree (Tetradium daniellii), Persian Silk Tree (Albizia julibrissin), Crape Myrtle (Lagerstomia indica), Orange Bark Myrtle (Luma apiculate) for amenity, wildlife and shade to reduce increasingly high summer temperatures due to climate change. Informative B: please plant a replacement 'insurance' tree for T1 should it continue to decline. Informative C: please create habitat log piles with arisings for wildlife and biodiversity. Site constraints 8

Metropolitan Open Land
Green belt level protection inside London.
The London Plan gives Metropolitan Open Land the same protection as green belt: inappropriate development needs very special circumstances.
Registered park or garden: Horniman Gardens
Nationally designated heritage. Its significance and setting carry great weight.
Registered parks and gardens, battlefields, world heritage sites and protected wrecks are designated heritage assets: harm needs clear and convincing justification.
Historic England ↗
Forest Hill conservation area
Demolition needs planning permission and permitted development is restricted.
The council must give weight to preserving or enhancing the area's character and appearance. Not every council has published its boundaries as open data.
Council document ↗
Article 4 direction
Small HMO Northern Extension. Named permitted development rights are withdrawn here.
An Article 4 direction withdraws particular permitted development rights, so work that would normally need no application needs one here. Not every council has published its directions.
Archaeological priority area
An assessment or field evaluation may be asked for before ground works.
The council or Historic England considers archaeology likely here. A desk-based assessment, and sometimes trial trenching, can be asked for with the application.
Air quality management area: Crofton Park and Honor Oak Park Air Quality Management Area
The council has declared the area as failing an air quality objective.
Schemes that add traffic, parking or combustion plant are assessed against the area's action plan and may need an air quality assessment.

Outside flood zones 2 and 3 · Not green belt · No scheduled monument at the site

Checked on 26 September 2026. The pin for this application is the centre of its postcode rather than the building, so distances to nearby designations are measured from the postcode and can be out by the width of the postcode area. Historic England, the Environment Agency, Natural England and council datasets, Open Government Licence. A boundary can run through a site and the council holds the definitive record: confirm with the council before relying on this.
