26/00679/TPO - Tree Preservation Order Pending Consideration

Proposal

T5 ? Hornbeam (Carpinus betulus) ? TPO and remove T5 Hornbeam. The tree has increased substantially in height, canopy spread and density relative to the constrained front-garden space. The canopy is approximately 4.7m across and, at its closest point, extends to approximately 2.4m from the front elevation of the property. It extends over the driveway and pedestrian access and its increasing height, spread and density have reduced natural light reaching the front-facing lounge and bedroom, which are principal living spaces within the property. The application is not based on concerns regarding the health or structural condition of the tree, but on its increasing scale, continued growth potential and long-term relationship with the available front-garden space. The Council's suggestion of raising the crown to 1.5m and thinning the crown by 10% has been considered. While this would provide some short-term management of the existing canopy, it would not address the longer-term issue of the tree's scale and continued growth within the constrained frontage. For this reason, removal is considered a more appropriate long-term solution.I am willing to plant one suitable smaller-growing replacement tree within the front garden. Given the constrained nature of the frontage, I would welcome the opportunity to agree the appropriate species, planting position and size with the Local Planning Authority to ensure the replacement is suitable for the location. Please refer to the accompanying Supporting Evidence document and site plan for further information. Site constraints 6

Local nature reserve about 168 m away: Magnolia Fields
Work nearby can need a habitats assessment.
Harm to a protected site is only accepted where there is no alternative and an overriding public interest.
Habitat network: Network Enhancement Zone 2
Where habitat is joined up enough to work as a network. Context, not a constraint on its own.
Also on the record
Inside the Ashingdon built-up area; Green belt about 33 m away: London; Priority habitat about 49 m away: Deciduous woodland; Natural England's Provisional ALC map (1:250,000, 1970s) had this area as grade 3, but it predates the buildings here and the current map does not class it as farmland.
Not affected
Outside flood zones 2 and 3 · No scheduled monument at the site

Checked on 6 October 2026. The pin for this application is the centre of its postcode rather than the building, so distances to nearby designations are measured from the postcode and can be out by the width of the postcode area. Historic England, the Environment Agency, Natural England and council datasets, Open Government Licence. A boundary can run through a site and the council holds the definitive record: confirm with the council before relying on this.
