26/10/2223 - Tree Work Pending Consideration

Proposal

Tree identification: T1, T2, and T3 (as identified in the TPO first schedule and attached sketch plan). 1. Detailed description of proposed works: • T1, T2, & T3 – crown reduction: Reduce the overall height and lateral spread of the tree crowns by up to 2.5 metres, pruning back to suitable outward-facing growth points to maintain a balanced, safe shape. • T1, T2, & T3 – crown cleaning & safety pruning: Remove all dead, dying, diseased, or structurally compromised branches throughout the crowns to mitigate immediate hazards. • infrastructure clearance: Selectively prune back lateral branches currently impacting the public post light, restoring public street illumination and preventing physical impact damage to the column. 2. Statement of reasons for the proposed works: • safety & property risk mitigation: The subject trees directly overhang both a public sidewalk and a private residential driveway. They have a documented history of shedding limbs onto the pedestrian footway and onto vehicles parked in the driveway (as shown in the attached photographic evidence). The proposed pruning is essential to eliminate the immediate hazard of falling branches to passing pedestrians, residents, and to prevent ongoing risk of damage to vehicles. • protection of public infrastructure: Branches from the tree canopy are physically striking an active public lamppost. This has significantly reduced nighttime road visibility and poses an ongoing risk of structurally breaking the light fixture. Pruning is required to safeguard public assets and restore necessary highway lighting Data via plota.co.uk

Site constraints 6

Flood zone 2, rivers and sea
Medium chance: between a 1 in 100 and 1 in 1,000 annual chance from rivers, or 1 in 200 to 1 in 1,000 from the sea. Any development here needs a flood risk assessment. Defences are not counted.
The Environment Agency flood map for planning. Homes in zone 3 must also pass the sequential test. Surface water flooding is a separate map.

Archaeological priority area
An assessment or field evaluation may be asked for before ground works.
The council or Historic England considers archaeology likely here. A desk-based assessment, and sometimes trial trenching, can be asked for with the application.
Air quality management area: Merton AQMA
The council has declared the area as failing an air quality objective.
Schemes that add traffic, parking or combustion plant are assessed against the area's action plan and may need an air quality assessment.

Checked on 7 October 2026. The pin for this application is the centre of its postcode rather than the building, so distances to nearby designations are measured from the postcode and can be out by the width of the postcode area. Historic England, the Environment Agency, Natural England, Transport for London (public transport access levels, Powered by TfL Open Data, OGL v3.0, contains OS data © Crown copyright and database right 2025) and council datasets, Open Government Licence. A boundary can run through a site and the council holds the definitive record: confirm with the council before relying on this.
