What officers recommended
Officers recommended approval, subject to highway and archaeology confirmation, because the reserved matters would provide a high-quality development with acceptable effects.
“The consideration of this application is limited to the reserved matters only and any details specifically required to form part of a subsequent reserved matters application by conditions attached to the outline permission.”
“RECOMMENDATION 1. That the decision to APPROVE reserved matters be delegated to the Director of Planning and Infrastructure subject to - a) confirmation from the County Highway Authority that the internal layout is acceptable in Highway Safety terms b) the Council’s Archaeology Advisor confirming that the Written Scheme of Investigation is acceptable c) the following conditions, allowing for any subsequent amendments to the planning conditions as required by the Director…”
Officer report
Who spoke
A speaker addressed the committee against approval, while the agent and another supporter spoke in favour.
Members’ discussion
Members questioned the local centre, self-build homes, drainage, flooding and green-space management; concerns were also raised about access, lighting and village capacity.
“The members asked a number of questions to the speakers particularly in relation to the local centre and 5 self build units that were approved on the outline application but not included in this reserved matters application. Following a question from Councillor E A Sims that there was no formal response from the Urban Designer, the Planning Officer advised that she had been involved.”
“The Local Member, Councillor E B Tucker, stated that it had been made clear that the access arrangements were decided at the outline stage which meant that there was therefore not a solution to walk down Upton Snodsbury Road into the village. She had concerns with the access and was unhappy with the entire pedestrian and cycling aspects of the site.”
