Officers doubted the site's accessibility

Officers said the walking and cycling routes to local services were not safe or attractive, pushing residents toward car use, and that policy had changed since a cited appeal decision.

“In response to issues raised, officers explained that the walking/cycling routes to the nearest facilities were not considered widely safe making them unattractive to road users and would also lead to highway safety concerns resulting in a greater reliance upon the car. Further, whilst it was noted that the applicant had provided details of an appeal decision, local and national policies and guidance had changed.”

Minutes

Officers recommended refusal

The officer report set out reasons for refusal, and members moved to refuse the application on those grounds.

“Councillor John Bradbury moved that planning permission be refused for the reasons set out within the officer report.”
