Summary of planning committee decision
Decided by Buckinghamshire West Buckinghamshire Area Planning Committee on 26 Aug 2026.
What is proposed
The application proposes a pre-delivery and inspection centre with workshops, offices, valet facilities, vehicle storage and supporting works.
“Report to West Buckinghamshire Area Planning Committee Application Number: PL/25/5130/FA Proposal: Construction of pre-delivery & inspection (PDI) centre incorporating a workshop, offices, photographic studio, and valet facilities, together with associated open storage for passenger cars and commercial vehicles, and ancillary infrastructure including access/circulation, landscaping, boundary treatment, and lighting (uses include Class E(g)(iii) Industrial Processes, Class B2…”
“Summary & Recommendation/ Reason for Planning Committee Consideration 1.1 The application seeks permission for a pre-delivery and inspection centre for motor vehicles and associated vehicle storage. The application site is divided into two areas accessed from Glory Park Avenue. The site was formerly part of the Glory Mill paper mill site.”
Officer report
The site and its surroundings
The site is a former paper mill area divided by the River Wye and Glory Mill Loop, adjoining offices, housing, a footpath and a conservation area.
“The proposed use and the associated development are acceptable in this location. Subject to appropriate conditions the development would not have an adverse impact on the area, amenity, highway safety, ecology, heritage assets, flood risk or biodiversity. It is therefore recommended that permission is granted subject to a S106 to secure the contribution for the monitoring of the travel plan.”
“The site comprises an L-shaped area which includes two main parcels of land separated by the road and the River Wye and Glory Mill Loop (a smaller stream), which run through the site. The site is adjoined by offices to the south and north west and by housing to the south east, west, and north west. A public footpath runs along the north east boundary of the site and the Watery Lane Conservation area is to the north of the site.”
Officer report
Who spoke
Councillor Stuart Wilson spoke as ward member and for the parish council; an objector and the applicant’s representative also addressed the committee.
Committee decision
Following a site visit and an update sheet, the committee was minded to grant permission subject to conditions and a legal agreement for the travel-plan monitoring fee.
“This application was subject to a site visit.”
“Resolved: That the Committee be minded to grant planning permission, with authority delegated to the Director of Planning and Environment to approve subject to the conditions set out in the report and the satisfactory completion of a Legal Agreement to secure the monitoring fee for the travel plan or to refuse if a satisfactory Legal Agreement cannot be completed for the appropriate reasons.”
