Officer report

What officers recommended

Officers recommended approval because recent objections raised no additional material planning matters warranting a change to the recommendation.

“There are no additional material planning matters that have been raised within these recent objections received, all matters raised have been considered within the original Planning Officers report and nothing that has been submitted that would warrant changing the Officer Recommendation of Approval.”

“To delegate authority to the Director of Planning and Infrastructure to grant planning permission subject to the completion of a S106 legal agreement to secure the obligations and planning conditions listed, allowing for any subsequent amendments to the obligations and planning conditions as required by the Director of Planning and Infrastructure.”

Officer report

Who spoke

The parish council clerk and another speaker spoke against approval, while the agent spoke in favour.

What members discussed

Members discussed highway safety, consultation, green space, energy, drainage, village character, infrastructure, settlement boundaries and the proposed footway.

“She added that concerns were regularly raised at parish council meetings regarding highway safety and speeding and accidents along the Radford Road. The road is regularly used by milk tankers, large agricultural machinery, towing even wider machinery and school buses and is also used as a rat run to get around the A422. The VAS sign installed on the verge proposed for a footpath frequently records excesses over the 30 mph limit.”

“Councillor D B Birch had legitimate concerns over how viable it was to continue building in Flyford Flavell without the additional infrastructure that the village is calling for. He had further concerns about traffic emerging from the development onto the busy road. He added that the thought the development was not as good as for Flyford Green, and that it didn’t connect to the village quite as well.”
