Who spoke

The agent spoke in support, and the local member questioned sustainability and village hall arrangements before opposing the application.

What members discussed

Members asked about village hall land, landscape, crossing, hedges, footpath widening, the bus stop, the old hall and possible bungalows.

“The Local Member, Councillor M Winfield, asked the speaker and the Planning Officer a number of questions with relation to sustainability and what guarantee the parish council would have that the land would be handed over by the applicant for the village hall.”

“Councillor E A Sims asked the speaker about the landscape requirements and Councillor E A Kearsey asked a number of questions that had been raised by the Parish Council. Minutes

The decision

The committee resolved to delegate approval, subject to the legal agreement, conditions and amendments concerning transfer of village hall land.

“The Head of Legal Services advised that if members were minded to approve the application there should be a slight amendment to the resolution (as below) as there was currently no reference in the S106 to the transfer of land to the Parish Council. This would allow the Head of Legal Services to check how to deal with the transfer as these details were not covered in the officer report.”

“To delegate authority to the Director of Planning and Infrastructure to grant planning permission subject to the completion of a S106 legal agreement to secure the obligations and planning conditions listed above and below, allowing for any subsequent amendments to the obligations, particularly as to the transfer of land to the Parish Council, and any changes to the planning conditions as required by the Director of Planning and Infrastructure –”
