Summary of planning committee decision

Decided by Woking Planning Committee on 14 Oct 2025.

PLAN/2025/0670Approved

What was proposed

Permission was sought for a partly retrospective roof extension, including roofspace conversion, a rear dormer and front and side rooflights.

“PROPOSAL: Part-retrospective roof extension comprising the conversion of the roofspace, erection of a rear roof dormer and insertion of front and side rooflights (Amended description).”

“Permission is sought for the erection of a part-retrospective roof extension comprising the conversion of the roofspace, erection of a rear roof dormer and insertion of front and side rooflights (Amended description).”

Officer report

The site

The site contains a two-storey detached house in a suburban cul-de-sac, with a large garden and protected mature trees beyond it.

“The application site is occupied by a two-storey detached residential dwelling. Construction materials comprise red brickwork, and PVCU fenestration, under a plain clay tile roof. The dwelling dates from approximately 1949 and was extended by way of a two-storey side extension in approximately 1969.”

Officer report

Main planning issues

The larger dormer raised design and overlooking concerns, but its fallback position, rear location and limited public visibility were considered sufficient.

“Planning Officers advised that the proposal was similar in scale and form to a previously approved lawful development certificate for a reduced dormer scheme. The current application sought permission for a larger dormer and roof lights, some of which were already constructed.”

“It was noted that the dormer would be constructed in materials to match the existing roof and would feature a Juliet balcony and two single casement windows. The separation distance between the rear windows of the dormer and the neighbouring property at 190 St John's Road was below the recommended 30 metres, but Officers considered that the relationship would not result in significant harm due to the fallback position and the oblique angle of overlooking.”

What members discussed

Members asked about the retrospective works, and officers confirmed that the rear dormer had already been partly constructed.

“The application was also considered acceptable in respect of transport, flood risk, trees, amenity space and biodiversity. Members sought clarification on the retrospective nature of the works, and Officers confirmed that the rear dormer had already been partially constructed.”
