Building fixings at Hilton Hotel, 8 Victoria Way, Woking

Summary of planning committee decision

Decided by Woking Planning Committee on 15 Jul 2025.

PLAN/2025/0429Approved

What was proposed

Structural fixings would be installed on the exterior cladding panels of the hotel building.

“The proposed development comprises the installation of structural fixings to the exterior of the Hilton hotel building.”

Officer report

The site

The proposal concerns a recently completed, occupied 23-storey hotel within a larger town-centre development of modern buildings.

“The proposal relates to the recently completed and occupied Hilton hotel building. The hotel building is 23x storeys and forms part of the wider ‘Victoria Square’ development (see Planning History) which comprises the hotel along with residential towers of 30x and 34x storeys along with car parking, retail space and public realm. The hotel building has a striking contemporary appearance and is finished in yellow/gold cladding panels of varying shades, depths and finishes.”

Officer report

Officers’ assessment

Officers considered the fixings visually acceptable and concluded that they would have an acceptable effect on the building, townscape and transport.

“The proposed fixings would be relatively small, however they would nonetheless be visible. The exterior of the building comprises metal cladding panels and these are finished in different shades of gold/yellow and the depths of cladding panels vary across the building. There is also some variation in the finishes of panels, with some panels lower down having circular perforations and others with raised circular dots.”

“The proposed structural fixings are considered consistent with the design approach of the host building and are not considered to appear as unduly prominent or incongruous features on the building or in the townscape. Overall, the proposal is considered to have an acceptable impact on the character and appearance of the host building and the surrounding area. The proposal therefore accords with the Development Plan and is recommended for approval subject to conditions.”

Officer report

Consultation and representations

The highway authority raised no objection, and no representations were received.

“County Highway Authority: The County Highway Authority (CHA) has undertaken an assessment in terms of the likely net additional traffic generation, access arrangements and parking provision and are satisfied that the application would not have a material impact on the safety and operation of the adjoining public highway. The CHA therefore has no highway requirements.”

“No representations were received in connection with this proposal.”

Officer report

Committee discussion

James Rodger said the process had been robust, while members accepted some visual impact to resolve the issue and prevent further road closures.

“James Rodger reassured the Committee that getting to this point had been a very robust process to ensure the proposal was the appropriate solution.”

“The Committee noted that there would be some visual impact but thought this would be acceptable to solve this issue and prevent any further road closures.”

Minutes

Permission conditions

Permission was subject to a three-year commencement limit, approved plans and matching the fixings’ colour and finish to the cladding panels.

“The development for which permission is hereby granted must be commenced not later than the expiration of three years beginning with the date of this permission.”

“Notwithstanding any indication otherwise given by the approved plans listed in this notice, the external finishes of the fixings hereby approved shall match the colour and finish of the exterior of the cladding panel to which they are attached unless otherwise agreed in writing by the Local Planning Authority.”
