Single-storey rear extension at 101 York Road, Woking

Summary of planning committee decision

Decided by Woking Planning Committee on 15 Jul 2025.

PLAN/2025/0392Approved

What was proposed

A 1.3-metre-deep, 2.2-metre-wide rear extension would provide a ground-floor washing facility for a family member.

“SUMMARY OF PROPOSED DEVELOPMENT . Erection of a single storey rear extension, in terms of size the proposed development will measure 1.3m in depth from the existing rear elevation and 2.2m in width. Creating a ground floor washing facility for a family member to assist with a ground floor living situation.”

“The submitted report describes the current difficulties for the family member, mainly the lack of space for showering. The report concludes with a recommendation of a wet floor shower facility on the ground floor, other solutions have been explored in the report but have raised concern relating to wheelchair access. The proposed single storey rear extension will provide level access facilities to enable a disabled person to manage their personal hygiene without assistance.”

Officer report

The site

The site is a two-storey semi-detached dwelling with a hardstanding frontage, side extension, rear amenity space and large outbuilding.

“The application site is a two-storey semi-detached dwelling with a brick and pebble dash face, under a tiled roof. Hard standing is laid to the frontage and side boundary treatments consist of low-level fencing but are open at the front. A dropped kerb is present easing the transition for off street parking of 1no vehicle. The hard standing continues along the west side elevation where the main access is, as well as a single storey side extension with separate access.”

Officer report

Earlier planning history

An outbuilding was permitted in 2013, after which further extensions and additional buildings required planning permission.

“Notwithstanding the provisions of Article 3 and Schedule 2 Part 1 and Classes A to E of The Town and Country Planning (General Permitted Development) Order 1995 (or any order amending or re-enacting that Order with or without modification), no further extensions or additions to the dwelling, or the provision of any additional building within its curtilage, shall be constructed without the prior written permission of the Local Planning Authority.”

“In short, any further additions to the property whether by extension or additional outbuilding would require planning permission.”

Officer report

What officers recommended

Officers recommended approval because the extension would have acceptable effects on character, neighbours, amenity space and other planning considerations.

“Overall, the proposal is considered to have an acceptable impact on the character of the host dwelling and surrounding area, and on the amenities of neighbours and in respect of other planning considerations as noted in this report. The proposal therefore accords with the relevant Development Plan policies, guidance and other material considerations as noted in this report and is recommended for approval subject to conditions.”

Officer report

Consultation responses

The Heritage and Conservation Officer raised no objection, while Network Rail made no comment.

“Heritage and Conservation Officer – This, very minor in scale, extension to house a w/c /shower space is an insignificant addition and would in no way harm the main house nor the appearance of the wider area.”
