Large house extensions at 18 Lumley Road, Kendal
Summary of planning committee decision
Decided by Westmorland And Furness South Lakeland Local Area Planning Committee on 19 Feb 2026.
What was proposed
The application proposed demolitions, two-storey and single-storey extensions, and a detached double garage.
“SUMMARY 1.1 The householder application seeks permission for the demolition of the existing flat-roofed garage, utility room area, front canopy, porch, and rear conservatory, construction of a two-storey extension and a single-storey extension on the north-west elevation, a two-storey extension on the north-east elevation and a detached double garage.”
“THE PROPOSAL 3.1 The application proposes a two-storey side extension on the NE elevation, two storey front extension and single storey front extensions on the NW elevation, and a detached double garage. The proposed two-storey side extension is to project approximately 4 m on the NE elevation, spanning 11 m total along this elevation, with 4.5 m projecting beyond the existing front elevation.”
Officer report
The site
The property is a detached two-storey house in a large garden, with a front driveway and an existing attached double garage.
“It will measure 7 m across the front and rear elevations, and 6 m across the side elevations, with a total height of 3.8 m to the top of the pitched roof. The materials are to be second-hand local slate roof, concrete block walls with a dry dash finish and painted to match the existing, and anthracite grey double- glazed windows and doors. SITE DESCRIPTION 4.1 18 Lumley Road is a detached two storey dwellinghouse in Kendal.”
Officer report
Consultation responses
Kendal Town Council recommended refusal, saying the development was out of keeping, too dominant and an overdevelopment of the site.
“Kendal Town Council 6.1.1 Recommend refusal. The Committee felt the development was out of keeping with the local area, that its scale and dominance in the location was inappropriate and it would constitute an overdevelopment of the site. Cllr Jonathan Brook 6.2.1 In the light of the comments made on this application including those of Kendal Town Council, I think this should be called in and discussed by the Planning Committee.”
Officer report
Officers’ assessment
The extensions and garage were considered acceptable in design, privacy, overlooking, biodiversity and parking terms.
“However, this is not considered disproportionate to the size of the site in which the dwellinghouse is situated. The detached dwelling is sited within a large garden, as such, the proposed two storey side extension, two storey front extension, and single storey front extension are considered acceptable in regard to scale in this instance. The proposed detached garage is of a similar scale to the existing attached garage.”
“Policy DM1 of the Development Management Policies DPD requires that development will be acceptable provided it ensures adequate provision of parking. Policy DM9 states that all development should have acceptable levels of car, motorcycle and bicycle parking. The Cumbria Development Design Guide also sets out parking standards, stating that a five-bedroom house should have three parking spaces provided for residents.”
Officer report
Members’ discussion
Members considered the plot, screening, garage position, biodiversity, landscaping, and whether the scale suited surrounding properties.
“Members’ attention was drawn to the existing and proposed elevations and floorplans highlighting the increase to floor area as well as site photographs which highlighted the size of the plot of land and appropriate screening by vegetation on the borders. It was noted that officers had no concerns on overlooking, visual amenity or scale and dominance.”
“Following a query regarding the size and scale of the proposals, the Planning Officer clarified that many properties in the surrounding area were large and had similarly sized extensions and that the proposals were in keeping with the other properties. Members noted that the site visit had highlighted that within the context of the other properties in the area, the proposals felt appropriate.”
Minutes
The vote
Members unanimously voted to approve the application, subject to the reported conditions and an additional landscaping condition.
“A motion to approve the application, subject to the conditions set out in the report and the addition of a standard landscaping condition was moved and seconded.”
“Members felt that the standard landscaping condition would provide greater screening and protect the existing trees on site, specifically the large tree at the front of the site.”
Minutes
