20 storage containers at Land At Armadale Stadium, 2 Bathgate Road, Armadale

Summary of planning committee decision

Decided by West Lothian Development Management Committee on 5 Nov 2025.

0587/FUL/25Refused

What was proposed

The application sought 20 secure storage containers with fencing, access, lighting, planting and operation from 7am to 8pm every day.

“Planning permission is sought for the formation of a storage facility for 20 secure storage containers measuring approximately 6m by 2.5m and 2.4m high. The site is located at the north-west corner of Armadale Stadium site and is currently hard surfaced which has largely self-seeded through time.”

“The plans also include a site boundary enclosure of 2.5m wooden slated fence with sliding electric gate, recycling bin area, lighting columns and area to the west to be planted with meadow grass and new trees planted proposed at the east entrance of the site. The planning statement submitted states that the site shall operate between the hours of 7am and 8pm, 7 days a week.”

Officer report

Earlier applications

A previous application for 22 containers on the same site was refused in July 2025, while earlier residential and speedway permissions are listed.

“0339/FUL/25 - Formation of a secure storage site consisting of 22 storage containers was refused planning permission on 18 July 2025.”

“LIVE/0472/P/16 - Planning permission in principle for a 2.7 ha residential development was refused planning permission on 18 January 2017.”

Officer report

Officers’ recommendation

Officers recommended refusal because the proposal would harm the gateway streetscape and character, lacked flood and drainage information, and lacked tree protection details.

“The site is highly visible from the main approach to and from Armadale town centre. The proposed development would have an adverse impact on the visual amenity of the streetscape in terms of design and scale of the portable storage facility which will have an adverse impact on the character of the surrounding area. The proposal is contrary to policy 14 (Design, Quality and Place) of National Planning Framework 4.”

“In regards to the boundary trees, no root protection area details have been provided or information on the condition of the existing trees that bound the site. Details are insufficient to be able to assess the impact on the existing trees that are an important visual feature as you approach Armadale from the east. The proposal is therefore contrary to policy 6 (Forestry, woodland and trees) of National Planning Framework 4.”

Officer report

Main planning concerns

The containers were considered out of keeping at a prominent town approach, with unresolved effects on flooding and existing boundary trees.

“The site is located within the settlement boundary of Armadale. The site is highly visible and at a gateway position on the main approach into Armadale from the east. The proposed development would have an adverse impact on the visual amenity of the streetscape in terms of design and scale of the portable storage containers and associated infrastructure which will have an adverse impact on the character of the surrounding area.”

“There is insufficient details of the existing boundary trees condition by lack of a tree report and no root protection area or dripline has been noted on the submitted plans.”

Officer report
