Officers recommended granting listed building consent subject to conditions because the repairs offered a comprehensive, long-term solution.

The repairs have been designed to be a comprehensive and long-term solution and have been informed by detailed assessment of the existing roof structure and a thorough understanding of the building’s heritage significance.”

“Listed Building Consent is therefore recommended, subject to conditions.”

Officer report

Heritage impact

The roof was at serious risk of structural failure, while the low harm from repairs was outweighed by the conservation benefits.

“The roof is at serious risk of structural failure due to the extensive decay. The repair works have been well-considered and are in line with conservation principles. The temporary supports for the ceilings and roof during the works have been carefully considered to minimise risk and harm but it is likely there will be some harm to the ceilings and there would be harm to the roof structure due to the loss of historic fabric to enable the roof to hang from the scaffold.”

“Whilst a low degree of less than substantial harm has been identified, this harm is considered to be justified and outweighed by the positive conservation benefits of securing the long-term repair and performance of the historic roof of this important listed building.
