Garden room outbuilding at 85 Whitfell, Busbridge Lane, Godalming

Summary of planning committee decision

Decided by Waverley Planning Committee on 4 Jun 2025.

WA/2025/00266Approved

What was proposed

The application proposed replacing an existing garage and garden store with a garden room, office and storage outbuilding in the rear garden.

“Permission is sought for the erection of an outbuilding. The proposed outbuilding would be sited in the rear garden and would replace the existing garage/garden store and would largely occupy the existing footprint.”

“The proposed outbuilding would measure 7.04 metres in length and 4.65 metres in width. It would have a pitched roof, with an overall height of 3.76 metres at the ridge. The outbuilding would be finished in bricks and timber feather edge cladding with timber framed windows and would be for use as a garden room office and storage room. The existing parking spaces fronting Crownpits Lane, would be retained.”

Officer report

The site

The site is a two-storey detached home on a gently sloping residential plot at the junction of two roads.

“The application site consists of a two storey detached dwelling situated at the junction of Busbridge Lane and Crownpits Lane. The site has a gentle slope upwards from west/south to the east. The area is residential in character.”

Officer report

Earlier planning history

Earlier permissions covered rear, roof and first-floor extensions, as well as a two-storey extension.

“Reference Proposal Decision WA/2016/2252 Erection of a single storey rear extension. GRANT 12/01/2017”

“WA/2012/0418 Erection of first floor extension. GRANT 04/05/2012”

Officer report

Officers recommended approval

Officers considered the development acceptable in principle, visually appropriate, respectful of neighbours and unlikely to create parking pressure.

“The NPPF supports the adoption of local parking standards for both residential and non-residential development. The Council has adopted a Parking Guidelines Document, prepared after the Surrey County Council Vehicular and Cycle Parking Guidance in January 2012.”

“The proposal to replace the garage with a garden room would not reduce off street parking within the site. There is sufficient area to the side to allow for up to two car parking spaces. Given the residential character of the area, on-street parking provision and the current parking arrangements at the site, it is not considered in this instance that the development would lead to parking pressure on the road.”

Officer report

The committee vote

The committee voted 11 in favour, with none against and no abstentions, supporting the officers’ recommendation.

“Following the debate, the Committee voted in favour of the officers’ recommendation to grant permission 11 in favour, none against and no abstentions…”
