Air source heat pump noise at Woodside Park, Catteshall Lane

Summary of planning committee decision

Decided by Waverley Planning Committee on 9 Jul 2025.

NMA/2025/00917Approved

What was proposed

The application sought to change how noise from air source heat pumps would be measured under condition 19.

“The proposal is an application under Section 96A to vary condition 19 of WA/2023/01048, which limits noise levels from air source heat pumps, to allow a change to the way in which noise emanating from the ASHPs would be measured.”

“Noise resulting from the use of the Air Source Heat Pumps shall not exceed a level of 5dB LAeq below the existing background level when measured according to British Standard BS4142:2019 (or as updated), at a point one metre external to the nearest noise sensitive premises.”

Officer report

The site and surroundings

The site is under construction for twelve affordable flats and is surrounded by residential, commercial and countryside areas.

“The site is located on the south side of Catteshall Lane, where the consented scheme is currently under construction, to provide 6no. 1-bedroom and 6no. 2-bedroom affordable flats. The site formerly contained an office building, which was demolished as part of the outline and reserved matters permissions for the redevelopment of Woodside Park.”

“The surrounding area consists of a mix of residential and commercial developments. To the north of the site is a former office development (Sandford Mews) which has been converted to residential use, and the rear garden of the adjacent dwelling ‘Rosedale’ is to the east. The ambulance station is to the northwest and a recently completed apartment building is located in close proximity on the southwestern side of the application site.”

Earlier permissions established the residential development, while a similar section 73 application was withdrawn in May 2025.
