Two rooftop flats at 14-16 Treport Street, London SW18
Summary of planning committee decision
Decided by Wandsworth Planning Applications Committee on 19 Feb 2026.
What was proposed
The application proposed roof extensions, roof terraces and two additional two-bedroom flats, each with private outdoor amenity space.
“The application proposes to raise the existing ridge height by 180mm alongside the erection of roof extensions over the rear outriggers of no.14 and no.16, which would include the removal of a chimney stack to the pitched roofs of each building. To the rear of the roof extensions, patio doors would open onto two roof terraces which extend over part of the remaining rear outriggers. To each building on the front elevation, five rooflights are proposed.”
Officer report
The site and surroundings
The site contains two two-storey mid-terrace buildings with eight existing flats, distinctive architectural character and poor public transport accessibility.
“The application site is 14-16 Treport Street. The application site comprises both no.14 and no.16, which are both two-storey, mid-terrace buildings, each purpose built as four residential units. As such, the application site comprises a total of eight residential units, with large back additions and small gardens to the rear, facing north.”
“The application site is located on the north side of Treport Street. The buildings are not listed, nor are they located within a conservation area. The buildings are however, of architectural merit; they were purpose built as flats in the early 20 th century and feature distinctive design. Treport Street and Delia Street immediately to the north comprise cohesive and largely unaltered streets which solely comprise these purpose-built flats.”
Officer report
Earlier planning decisions
Earlier permissions covered changes to fenestration and a single-storey side extension, while nearby properties include several roof alterations and terraces.
“2018/4227 p.p. granted Alterations to fenestration in side elevation at ground floor level including replacement of a window with French doors and enlargement of existing window. 2003/2062 p.p. granted Replacement single-storey side extension.”
Officer report
Why officers supported it
Officers considered the additional homes appropriate in principle, with acceptable design, accommodation, sustainability, ecology, transport and fire safety subject to conditions.
“A large, central rooflight was proposed to the central section of each building, measuring 2.4m x 1.8m to provide light to the stairwell and hallway the new residential units at no.14 and no.16. The large rooflight was deemed to be overly large and unattractive in design. The applicant has submitted revised proposals which reduce the size of the central rooflight to 1.1m wide and 1.2m long. This is deemed an improvement and is considered acceptable in design terms.”
“Fire Safety 9.1 London Plan Policy D12 states that in the interests of fire safety and to ensure the safety of all building users, all development proposals must achieve the highest standards of fire safety. Policy D12 states that proposals should provide: an evacuation point; incorporate features which reduce risk in the event of a fire; are constructed to minimise fire spread; and provide a suitable and convenient means of escape.”
Officer report
What the committee discussed
The Opposition Speaker questioned the effect of the modest ridge increase, while officers said it was minimal, necessary and not harmful.
“The Opposition Speaker noted that although the increase in ridge height was modest, the terrace comprised a distinctive and consistent group of properties, and it was important to ensure that any change would not disrupt the established roofline. He asked whether similar works had been approved or implemented at neighbouring properties and noted that the narrowness of the street made it difficult to assess roofline changes on site.”
“The West Area Team Manager responded, acknowledging the contribution these properties made to the character of the street. She confirmed that whilst the increase in ridge height would not be entirely unique, it was minimal and had been assessed as not harmful to the visual amenity of the area. The increase was necessary to achieve appropriate internal head height for the rear extension.”

The final decision
Planning permission was granted for the proposed works, with conditions covering materials, screening, sustainability, cycle parking, refuse storage and other matters.
“Official Official 10.2 In design terms, the proposed extensions would not be visible from the public realm, other than from limited views and so it is not considered that the works would be harmful in design terms.”
“Cycle parking details Prior to commencement of above ground works (excluding demolition), details of the location, number and design of secure and covered cycle parking shall be submitted to and approved in writing by the local planning authority. The cycle parking shall be provided in accordance with the approved details prior to the occupation of the development and be retained for cycle parking purposes for the users of the development and for no other purpose.”
Officer report
The members' reasons
“Official A member then noted that roof works often presented opportunities to incorporate biodiversity enhancements and suggested that future iterations of the Local Plan should consider strengthening biodiversity expectations, even for smaller extensions.”
