Padel court and kiosk at Dunham Forest Golf Club, Altrincham

Summary of planning committee decision

Decided by Trafford Planning and Development Management Committee on 13 Nov 2025.

117051/FUL/25Approved

What was proposed

The application proposed one padel court with enclosure, six-metre lighting columns, a relocated kiosk and additional landscaping.

“RECOMMENDATION: GRANT This application is being reported to the Planning and Development Management Committee as 10no representations contrary to Officer recommendation have been received. EXECUTIVE SUMMARY The application relates to a piece of land sited between the existing 2no padel courts, and the main clubhouse building. The club is located within the Devisdale Conservation Area.”

“The application seeks permission for the construction of a padel court, with associated enclosure, lighting and landing kiosk. The padel court would match the construction of the existing 2no padel courts exactly, in terms of dimensions and construction materials (i.e. unroofed, reinforced glass panels, steel mesh and dark green colour treatment to the beams) and would be sited in-line with the southernmost existing padel court.”

Officer report

The site

The court would occupy land between two existing courts and the clubhouse within the golf club complex, near homes, a car park and the golf course.

“The application site consists of a small parcel of land sited within the Dunham Forest Golf Club complex – effectively in between the existing padel courts and the main building. To the north sits significant tree cover, beyond which lie 2no dwellings – Byeways and Westacre. The car park is accessed to the east, and further south and west sits the golf course.”

Officer report

Why approval was advised

The proposal was considered acceptable in the Green Belt, heritage, design, residential amenity, highways, parking, ecology and landscaping assessments.

“Following assessment against national Green Belt policy, the proposals are considered to comply with the relevant exception (Paragraph 154(b) of NPPF) and would therefore not constitute inappropriate development in the Green Belt.”

“Following assessment by the Council’s Conservation officer, the application is considered to result in negligible harm to a number of designated heritage assets, and no harm to a number of non-designated heritage assets. As such, the test within Paragraph 215 of the NPPF is engaged but Officers consider that the public benefits referred to above would outweigh the negligible (less than substantial) harm to the designated heritage assets.”

Officer report

Consultation responses

Most consultees raised no objection, subject to controls on noise, lighting, landscaping and materials, while heritage officers identified negligible harm.

“Subject to the above amendments and conditions, I consider the proposed development will result in negligible harm to the Conservation Area, RP&G ll* and setting of the Clubhouse. No harm to the remaining NDHAs.”

“No objection subject to retention of conditions imposed on the previous VAR, relating to the noise management plan and operational hours. Greater Manchester Ecology Unit Lighting No objection, likely to have a minimal effect on nesting birds. The trees nearby were not found to have any potential roost features for bats. Dunham New Park SBI Condition relating to the submission of a CMS or CEMP. No other objections. Landscaping No objection to the proposed landscaping.”

Officer report

Objections raised

Residents and a conservation group objected over speeding, traffic, noise, lighting, heritage, sustainability and effects on local amenity.

“-The proposal will be out of keeping with the Conservation Area. -The increased activity, traffic, lighting and noise will reduce the amenity of local residents. -The proposal is not in accordance with the Development Plan. -Noise from maintenance machinery is beyond belief. -Completely unsustainable volume of traffic. -Requests for Trafford Council to carry a formal traffic speed survey and introduce traffic calming measures. Planning Committee - 13th November 2025134”

Officer report

The committee decision

The committee granted planning permission subject to the proposed conditions and added a requirement for an accessible kiosk ramp.

“RESOLVED: That planning permission be granted subject to the conditions now determined and to the following additional condition:-”

“(9) Within two months of the date of this permission, a ramp shall be installed to provide access to the kiosk hereby approved in accordance with details that shall first have been submitted to and approved in writing by the Local Planning Authority. The approved ramp shall be retained thereafter.”
