Summary of planning committee decision
Decided by Three Rivers Planning Committee on 31 Mar 2026.
What was proposed
The application sought listed building consent to convert the existing building into six homes, with a bike store, parking and landscaping.
“25/1347/LBC – Listed Building Consent: Conversion of existing building into 6no. (Use Class C3) residential units with associated bike store, parking and landscaping works at Croxley House, Croxley Green, Rickmansworth, WD3 3JB”
Officer report
The building and site
The site contains a vacant Grade II listed building in the conservation area and Green Belt, with a listed Well House nearby.
“Description of Application Site 2.1 Croxley House is a Grade II Listed Building located within the Croxley Green Conservation Area and the Metropolitan Green Belt. The building was previously in use as a residential care home accommodating 33 rooms, however, it is noted that the building has remained vacant since January 2021.”
“To the north of the building is an area of hardstanding used for parking, with large areas of soft landscaping beyond. Within the garden area to the north of the site, is the Well House which is Grade II Listed in its own right. The southern and eastern boundaries of Croxley House are formed by mixed vegetation and an existing brick wall which is acknowledged to be in a poor state of repair.”
Officer report
What officers recommended
Officers recommended approval because the conversion would provide six homes, reuse a vacant building and secure the listed building’s future, subject to conditions.
“Summary 7.14.1 In conclusion, officers acknowledge that the conversion of Croxley House from its former use as a care home would result in the net loss of housing, which would be contrary to Policy.”
“Therefore, taking into account all relevant material considerations as outlined in the analysis above, the proposed development is considered to be acceptable and it is recommended that both full planning permission and Listed Building Consent are granted subject to conditions.”
Officer report
