Six residential units at Croxley House, Croxley Green, Rickmansworth

Summary of planning committee decision

Deferred by Three Rivers Planning Committee on 19 Mar 2026.

25/1346/FULDeferred

The site

Croxley House is a vacant Grade II listed building in the conservation area and Green Belt, with a shared access road and listed Well House nearby.

“To the north of the building is an area of hardstanding used for parking, with large areas of soft landscaping beyond. Within the garden area to the north of the site, is the Well House which is Grade II Listed in its own right. The southern and eastern boundaries of Croxley House are formed by mixed vegetation and an existing brick wall which is acknowledged to be in a poor state of repair.”

“However, it is understood that the works were not undertaken due to viability concerns. In addition, an Inspection was made by the Care Quality Commission in December 2020, with the full inspection report being published in May 2021 which found that Croxley House was inadequate. Croxley House is served by an existing vehicular access road, accessed from The Green.”

Officer report

What officers recommended

Officers recommended approval because the conversion would provide six homes, reuse a vacant building and secure the listed building’s long-term future, subject to conditions.

“Summary 7.14.1 In conclusion, officers acknowledge that the conversion of Croxley House from its former use as a care home would result in the net loss of housing, which would be contrary to Policy.”

“Therefore, taking into account all relevant material considerations as outlined in the analysis above, the proposed development is considered to be acceptable and it is recommended that both full planning permission and Listed Building Consent are granted subject to conditions.”

Officer report

Access concerns

Council property services objected because access rights had not been agreed and raised concerns about traffic and safety at the nearby junction.

“TRDC Property Services: [Objection] As you will be aware of the Property Services Team’s comments in connection with earlier application numbers: 23/0483/FUL & 23/0484/LBC, that the Council owns The Green, an area of registered Common Land adjoining the application site.”

“Whilst I understand that Hertfordshire County Council’s Highways Service has commented on the suitably of the proposal in proximity to their highway assets, they do not represent the views of TRDC as landowner and owner of the access track. We do have concerns regarding any additional traffic joining/leaving the section of highway known as ‘The Green’ at the acute, staggered crossroads junction with Sarratt Road/Loudwater Lane.”

Officer report

“This item was deferred to a future meeting.”
