Summary of planning committee decision

Decided by Test Valley Southern Area Planning Committee on 30 Jun 2026.

25/03028/OUTSApproved

What was proposed

An outline scheme sought up to 60 homes, including affordable housing, with access, open space, parking and sustainable drainage.

“PROPOSAL 3.1 The application is submitted in outline with all matters reserved except for access for the construction of up to 60 dwellings including affordable housing, provision of open space, SuDS and parking with access taken from Braishfield Road.”

Officer report

The site and its surroundings

The site is a horse-paddock parcel west of Braishfield Road, beside homes, a primary school, a public house and countryside.

“SITE LOCATION AND DESCRIPTION 2.1 The application forms a parcel of land situated to the west of Braishfield Road and is currently used as horse paddocks. On the opposite side of the road from the application site is The Wheatsheaf public house and some existing residential development. To the northeast of the site is Braishfield Primary School. Immediately to the north of the site are existing dwellings in Hill View Road.”

Officer report

What officers recommended

Officers recommended permission because housing and other benefits were considered sufficient to outweigh countryside policy conflict and limited landscape harm.

“The application site is within the countryside as defined by Policy COM2 of the RLP and therefore, the proposal is in conflict with the development framework of the Local Plan. However, the absence of a 5-year HLS results in the engagement of the tilted balance and limits the planning harm arising from this conflict.”

“CONCLUSION 9.1 The proposal is in conflict with the RLP, however, in accordance with Section 38(6) of the Planning and Compulsory Purchase Act (2004), an assessment of other material considerations has been undertaken, and it is concluded that there are other material considerations in this instance to grant planning permission.”

Officer report

What consultees said

Most consultees raised no objection subject to conditions or contributions, while the Romsey District Society objected on character, landscape, facilities and sustainability grounds.

“There is no arboricultural objection to the access. A layout has been submitted that is supported by an AIA and Method Statement which confirms that all significant trees can be retained with appropriate protection. It is essential that buffer zones for veteran trees are fully integrated into the design to protect their longevity.”

“Romsey District Society – Objection The development would be out of character for the area, and the historic character would be adversely affected as well as the landscape character. Development would place pressure on local facilities. The site is not sustainable.”

Officer report

The committee vote

Councillor Cooper proposed and Councillor A Dowden seconded the agenda motion, which was carried.

“Councillor Cooper proposed and Councillor A Dowden seconded the motion set out in the agenda and update paper. Upon being put to the vote the motion was carried.”
