“The application site is located north of Swift Lane, which is accessed via A322. The site consists of a large flat area of approximately 2,050 sqm of concrete hardstanding. To the east of the site is gypsy and traveller site, south is an MOT/service centre and the north and west open fields. The site lies within 8 metres of a main river, the Mill Bourne and is located within Flood Zone 2. The site is also located within the Green Belt.”

The County Highways Authority agreed the facilities were unnecessary, the parish council had no objection, and no neighbour representations had been received.

Highway arrangements retained

The site could safely manoeuvre up to seven HGVs or coaches, while conditions controlling layout and the vehicle limit would remain necessary.

“The previous case officer report set out that the proposed development would retain the existing site access and supporting information including vehicle tracking demonstrates that the yard can safely accommodate and manoeuvre up to seven HGVs or coaches at once. Vehicle movements associated with the proposal were expected to be significantly lower than those generated by the site’s former refuse disposal use.”

Members asked whether the conditions could be tied to highway use, but this was considered unreasonable and future applications would need their own conditions.

“Members questioned if the conditions for the application could be tied with Highways use and it was deemed unreasonable to apply any such conditions. Any new applications to the site would need to apply for any usage conditions they required. . The officer’s recommendation to grant the application, subject to conditions was proposed by Councillor Shaun Garrett, seconded by Councillor Dave Hough, put to the vote and carried.”
