The site is a rendered nineteenth-century stone cottage in open countryside and the Green Belt, beside a public footpath.

“The site consists of a detached two storey 19th Century stone cottage, which has been rendered. The cottage has later been extended to the side and rear with both pitched roof and flat roof extensions.”

“The site is in the open countryside and green belt, approximately 5.5km southwest of Leek, and 1.8km east of Endon. In the immediate vicinity of the site are a small number of other buildings, dating from around the same period. The Endon and Stanley 55 footpath runs along the northeastern boundary of the site. The site is not listed nor within the setting of a Listed Building.”

Officers recommended refusal because the extensions would be disproportionate in the Green Belt and would harm the dwelling, street scene and rural character.

“The proposed development is unacceptable both in principle and in terms of design. The development would result in an approx. 71.2% increase in the G.E.A. over the original building and would amount to a disproportionate addition over and above the size of the original building. The development proposals are therefore considered to be inappropriate development in the Green Belt which by definition is harmful to the green belt.”
