Officer report
The site and its setting
The former church is a local landmark between a community centre and primary school, surrounded by housing, taller buildings and hard-surfaced grounds.
“This application relates to the former St Paul’s Church in Salisbury Avenue in Westcliff. Originally built in 1903 initially as a free church, the church became Anglian in 1922 and was decommissioned in the 1990s. It was reconsecrated for use by the Greek Orthodox Community in 2002 and is now Saints Barbara, Phanourius and Paul the Apostle Greek Orthodox Church. The existing building replaced an earlier temporary metal clad church building constructed on the site in 1892.”
“The church was constructed to serve the local community when this part of Westcliff was developed in the late C19. Historic maps show the church was originally surrounded by Victorian terraces and there was a church hall on the opposite side of the road. The nearby terraces and the church hall were demolished in the late 1960s/early 1970s when the area was extensively remodelled to make way for a new Council housing estate.”
Officer report
Neighbour concerns
The neighbour was concerned about possible long construction, deliveries, skips, scaffolding, effects on neighbouring land and the building appearing imposing and cramped.
“The general intentions of the development, to support the local community, are welcomed. • Concern that the construction may be phased over 10 years which would cause significant disruption for neighbours. • Concerns about how the development would be constructed without detrimental impact on neighbours given the constraints of the site and extent of development proposed and parking restrictions in front of the site – i.e.”
“[Officer Comments: A Draft Construction Management Plan has been submitted with the application and can be conditioned to ensure that the impact on neighbouring uses during the construction process is satisfactory. The Construction Management Plan provides specific information on the locations for the storage of materials and waste within the site boundary during each stage of the construction process including space for skips on the site during the main phases.”
