Retrospective garden outbuilding at 7 Britannia Close, Southend-on-Sea
Summary of planning committee decision
Decided by Southend Planning Committee on 15 Oct 2025.
What was proposed
Retrospective permission was sought for a timber, single-storey outbuilding used as a playroom and domestic shed.
“Planning permission is sought retrospectively to erect a single-storey, detached outbuilding in the rear garden. The mono pitched outbuilding is some 5.2m wide, 2.4m deep and minimum 2.25m high, 2.47m high maximum. The outbuilding is finished in timber and painted grey with a set of bifold doors and a further door in its front elevation. The outbuilding is used as a playroom and domestic shed.”
“Planning permission is required for the outbuilding, as Condition 22 of planning permission ref 14/00943/FULM removes permitted development rights otherwise permissible under Classes A and E of Part 1 of Schedule 2. Those classes cover extensions and outbuildings.”
Officer report
The site and surroundings
The semi-detached house is in a residential cul-de-sac beside playing fields, with protected green space to the rear.
“The application site is on the west side of Britannia Close in a residential area and contains a semi-detached dwelling. The site lies within a cul-de-sac. To the rear of the site are playing fields associated with Ekco Social and Sports Club Association.”
“The site is not within a Conservation Area or subject to any site-specific planning policy designations. Land to the east of the site is within Flood Zone 3. To the rear (west) is Protected Green Space.”
Officer report
Planning history
An earlier development permission removed permitted development rights for outbuildings, and an investigation into the outbuilding remains ongoing.
“Council records indicate No. Britannia Close is Plot 199 so permitted development rights in relation to Class A and E were removed.”
“25/00051/UNAU_B –investigation into erection of outbuilding and use as habitable accommodation. Ongoing.”
Officer report
Officers’ assessment
Officers found the outbuilding acceptable in principle, appropriately designed, and unlikely to harm the area or neighbouring residential amenity.
“The outbuilding is within the rear garden, retaining a sufficiently sized amenity area for the dwelling. Due to the siting of the outbuilding, it is visible from Britannia Close and the Protected Green Space to the rear of the site. There are examples within close proximity of various other neighbouring outbuildings/sheds.”
“Given the orientation of the dwellings within the streetscene and the separations involved, all other neighbouring properties are sufficiently removed such that their amenity is not harmed. The outbuilding is used as a playroom and shed. Given its position within the rear garden, its use and size, the outbuilding is considered incidental to the use of the main dwelling.”
Officer report
Consultation response
Five neighbouring properties were notified and a site notice was displayed, but no representations were received.
“Five (5) neighbouring properties were notified of the application by letter, and a site notice was displayed. No representations have been received.”
Officer report
Recommended conditions
