“The application site is located on the north east side of Stafford Road. It contains a two storey, mid terrace, brick built, dwelling with accommodation in the roof space. The lawful use of the building is as a 6 bedroom House in Multiple Occupation (C4 HMO). This has been an historic use for at least 10 years with some evidence of HMO use dating back to 2010.”
