Members' discussion
Members discussed an extra care facility planned opposite the site and parking pressure on the main road, including from a neighbouring garage.
“A member raised concerns about the extra care opposite the site and the impact an HMO could have on residents once that site is built.”
“It was queried if the garage next door was a working business and if they had their own parking or could have overspill which would impact the parking outside this property. It was noted that the garage was an active business but held its own on site parking. It was noted the street was a main highway with very little parking.”

The reasons for refusal
Refusal was based on harm to the area's character and the residential amenity of neighbouring occupiers.
“The Local Planning Authority considers that the proposed change of use to a House in Multiple Occupation would result in an adverse impact on the character of the area and upon the residential amenity of occupiers of neighbouring properties, contrary to Policy DM1 of the South Tyneside Local Development Framework, Policy 16 of the South Tyneside Publication draft Local Plan and Paragraphs 116 and 135(f) of the NPPF.”
