“A site visit was conducted on the 6 th March 2026. The site visit was carried out with the prior approval of the Chair. The need for the site visit in advance was to view the site and consider the objections to the proposals.”

Members raised parking, a neighbour's expectation the property would stay a family home, and the proximity of elderly bungalows and a children's home.

“Members raised concerns about the parking in the area and that a neighbour had noted in the report that they had been led to believe it would be for use as a home, not converted into an HMO. The Planning Officer advised that there were no objections from the highways team and that the location of the site was considered a sustainable location.”

“Members raised concerns about elderly bungalows and the children’s home in the local area. There would be a cumulative impact. It was noted that while work had begun on the property, because it was not in use as an HMO at the time the Article 4 Direction took effect, planning permission was required. The Planning Officer advised that the children’s home was a significant distance from the application site.”

Refusal was based on harm to nearby elderly residents' amenity and an unacceptable impact on highway safety from limited on-street parking.

“The Local Planning Authority considers that the proposed change of use to a House in Multiple Occupation would, as a consequence of the increased intensity of residential use that would arise in a location where there are vulnerable elderly residents occupying bungalows to the immediate rear of the application site, result in an adverse impact on the character of the area and upon the amenity of existing nearby occupiers.”
