Who spoke

A councillor and two residents objected over car park access, parking, noise and antisocial behaviour; the applicant spoke of the club's community work and asked for approval.

Members' discussion

Members and officers discussed the car park access, a possible traffic order, antisocial behaviour, floodlighting hours, and the loss of grass pitches to artificial ones.

“Members sought clarification on the potential extent of the proposed traffic regulation order [TRO], did that just seek to protect the new vehicular egress onto South Drive? They also asked if the TRO could potentially be expanded, for example to cover more of the northern side of South Drive or parts of North Drive.”

“Some members raised concerns about the loss of grass pitches and their replacement with artificial ones. The presenting officer commented that Sport England had no objection to the proposal, subject to planning conditions and where those had been taken into account in the proposed recommendation.”

Minutes

Officers' recommendation

A councillor moved to accept the application in line with the officers' recommendation, seconded by another councillor.

“Cllr Keegan moved to accept the application (as per the officer recommendation) and this was seconded by Cllr McHugh. A vote was carried out with 10 votes in favour and 1 against.”

Minutes

Conditions and obligations attached

Approval requires a legal agreement to fund a traffic order for the new access, with permission issued once that agreement is completed.
