Webuyanycar collection pod at Morrisons, Victoria Road, Diss
Summary of planning committee decision
Decided by South Norfolk Broadland South Norfolk Development Management (Planning) Committee on 22 Oct 2025.
What was proposed
The application proposed a webuyanycar pod with 10 parking spaces for collecting cars sold online, which would remain for no more than 72 hours.
“The application proposes the erection of a pod for webuyanycar with 10no associated parking spaces. The site will be used for the collection of cars sold online. No cars would be sold from the site and the cars will stay on site for a maximum of 72 hours.”
“It should be noted that a separate application (2025/2496) has been submitted for advertisements associated with the 'webuyanycar' pod proposed. This application is currently pending consideration.”
Officer report
Officers’ recommendation
Officers recommended approval because the town-centre location, design, neighbour amenity and parking effects were considered acceptable.
“The proposed scheme is considered acceptable in principle give the main town centre location. In terms of design and appearance the proposed pod is considered minor in relation to the wider side and does not unacceptably impact the character of the area. There are also no neighbouring amenity concerns given the nature of the development and the location within an existing carpark. In terms of loss of parking and highway safety, the proposals are considered acceptable.”
“Recommendation Approve subject to the below conditions:”
Officer report
Parking and highway concerns
The proposal would remove 12 parking spaces, but officers considered the wider car park sufficient and highway refusal difficult to substantiate.
“The proposal seeks to effectively remove 12no parking spaces by virtue of the erection of the retail pod and the associated parking. Given the overall provision of parking for the retail centre the loss of 12no parking spaces in this instance is assessed to be acceptable and would not unacceptably impact the wider site.”
Officer report
What consultees said
The district councillor objected over parking loss and congestion, the parish council made no comment, and highways officers raised no objection.
“District Councillor (Cllr Graham Minshull)”
“I wish to object due to the loss of parking both by the land occupied by the pod and the storage of cars until they are collected. The car park is already congested at peak times causing traffic backups onto Victoria Road. If officers are minded to approve, I would like the application considered by committee.”
Officer report
The committee’s decision
Members voted unanimously to approve the application subject to a time limit condition and compliance with the submitted drawings.
“Members voted unanimously for approval with the following Conditions:”
“Time Limit - Full Permission 2 In accordance with submitted drawings…”
