The site is a 2.06-hectare agricultural field opposite the primary school, with homes to the north, farmland to the east and south, and a listed cottage nearby.
“The application site comprises an agricultural field which sits directly on the opposite side of the road to Bressingham Primary School. The site measures approximately 2.06 hectares and is a rectangular shaped parcel of land. Ground levels fall noticeably from the northeast to the southwest.”
“To the north of the site there are a number of residential properties, with all except one being accessed off High Road. To the east and south there are further agricultural fields aside from adjacent to the southwest corner where a Grade II listed Pine Tree Cottage lies to the south of the site. To the west of the site is School Road with Bressingham Primary School and two storey residential properties on the opposite side of the road.”
Officer report
Main outstanding issues
Approval depended on resolving Lead Local Flood Authority drainage concerns and controls relating to foul drainage and Anglian Water’s network objection.
“Anglian Water initially objected to the application due to capacity concerns surrounding a foul drainage connection to the Bressingham Water Recycling Centre (WRC) as well as concerns relating to the foul network. During the course of the application the applicants noted their intent to connect to the Diss WRC which Anglian Water accepted was within catchment and has capacity for the proposed development.”
“No development shall commence until a strategic foul water strategy has been submitted to and approved in writing by the local Planning Authority, in consultation with Anglian Water. This strategy will identify a sustainable point of connection to the public foul network. Prior to occupation, the foul water drainage works must have been carried out in complete accordance with the approved scheme’.”
